Amends North Dakota Century Code section 15.1-18-10 to allow individuals without a professional teaching license to teach driver education if they meet specific criteria.

Requires individuals teaching driver education to have a valid driver's license and complete coursework in classroom driver and traffic education, in-car instruction, beginning driver problems, and organization and administration of safety education.

Requires necessary work experience as a driver education teacher, as determined by the education standards and practices board.

Limits driver education instruction by unlicensed individuals to community experts teaching in geographical locations with a teacher shortage or critical need, as determined by the board in consultation with the superintendent of public instruction.

Requires school districts to submit a written request to the board to utilize an unlicensed driver education instructor.
