Amends Section 23-01-37 to establish a life safety survey process for all health facilities during and after construction, renovation, or construction and renovation projects.

Authorizes the State Department of Health to charge reasonable fees for reviewing construction and renovation project plans, with revenues deposited in the department's operating fund.

Requires the State Department of Health to make determinations on construction, renovation, or construction and renovation projects of no more than one million dollars within 60 days of receiving a complete application.

Allows the State Department of Health to approve waivers of state law or rules for innovative construction, renovation, or construction and renovation projects if lack of compliance does not adversely affect health or safety.

Directs the legislative management to study the state department of health's licensing process for health facility construction and renovation projects during the 2019-20 interim and report findings to the 67th legislative assembly, and requires the Department of Health to report on implementation by July 1, 2020.
