Creates chapter 15-10.4 of the North Dakota Century Code establishing free speech protections at state higher education institutions.

Requires the state board of higher education and each institution to adopt a campus free speech policy by August 27, 2019.

Mandates policies protect students' rights to free speech, assembly, and expression while permitting reasonable, constitutional time, place, and manner restrictions that are content- and viewpoint-neutral.

Requires policies permit students, faculty, and student organizations to invite guest speakers or groups regardless of the viewpoint or content of anticipated speech.

Requires policies protect faculty academic freedom and free speech rights in accordance with American Association of University Professors guidelines.
