Director shall issue red personalized license plates at no initial or annual cost to volunteer emergency responders and volunteer firefighters who meet eligibility requirements.

Eligible volunteers must be certified emergency medical services providers or active fire department members with continuous service exceeding two years and annual compensation less than $10,000.

Plates may not be displayed on vehicles with registered gross weight exceeding 20,000 pounds and the first three digits must be the last three digits of the zip code where the volunteer's department is located.

Red personalized plates serve as entrance passes to all North Dakota state parks.

Upon termination of eligibility, registrants must return plates to the director; the director may revoke plates and reissue standard plates for a fee of not more than $5 plus applicable registration fees.
