SB 2325 Summary

• Amends North Dakota Century Code section 52-02.1-02 to allow non-primary sector businesses that contract to provide employees to primary sector businesses to qualify for new jobs training program services.

• Requires the employer and primary sector business to be parties to the same agreement and designates the employer as the recipient of program services.

• Maintains existing requirements for new jobs training agreements including: project commencement date, identification of program costs, employer payment guarantee, maximum ten-year deferral period, on-the-job training cost limits at fifty percent of annual gross payroll, and minimum wage of ten dollars per hour plus benefits by end of first year.

• Declares the Act an emergency measure.
