Creates a nine-member Agricultural Products Utilization Commission to administer the agricultural products utilization fund, with five members appointed by the agriculture commissioner, one by the governor, and three ex-officio members from the Commissioner of Commerce, NDSU president, and agriculture commissioner.

Authorizes the commission to administer nine grant programs including basic and applied research, utilization and marketing, cooperative marketing, nature-based tourism, technical assistance for value-added businesses, farm diversification, agricultural prototype development, agricultural technologies, and North American marketing.

Limits administrative expenses of the commission to ten percent of biennial legislative appropriations, excluding federal funds.

Establishes per diem compensation of $135 per day for commission members and an additional $100 per day for the chairman when reviewing grant proposals.

Repeals chapter 54-60.3 of the North Dakota Century Code, replacing the prior agricultural products utilization commission framework with this new structure.
