Transfers administration of the international business and trade office from the department of commerce to the agriculture commissioner.

Establishes the office's purpose to assist North Dakota businesses expand exports through advocacy, education, research, market development, and trade missions.

Authorizes the commissioner to designate a nonprofit corporation or contract with a third party to provide office services, with all collected data and databases remaining property of the department.

Permits the commissioner to establish an optional advisory board with members eligible to receive per diem compensation not exceeding $62.50 and expense reimbursement, except for regular state employees or officials.

Repeals section 54-60-16 of the North Dakota Century Code relating to the previous international business and trade office structure.
