Establishes a senior year tuition waiver program administered by the state board of higher education for eligible students at North Dakota university system institutions.

Four-year institution students majoring in science, technology, engineering, or mathematics qualify for tuition waivers covering up to two semesters while designated as seniors.

Two-year institution students pursuing degrees or certificates in technology or skilled trades qualify for a tuition waiver covering their final semester (or 25 percent of certificate program costs).

Recipients must maintain employment in North Dakota for at least three years after graduation or repay the full amount of tuition waived.

The Bank of North Dakota funds the program by transferring undivided profits equal to total waivers granted each semester to the state board of higher education, which reimburses institutions for waiver costs.
