Requires notification by certified mail to a pesticide applicator before filing a civil action for property damage allegedly caused by pesticide application, if the applicator is known or can be reasonably identified.

Notification must occur within the earlier of 28 days from when the property owner knew or should have known of the alleged damage, or before 20 percent of the damaged crop or field is harvested or destroyed.

Exempts property owners who applied the pesticide themselves from the notification requirement.

Requires property owners to permit the applicator and up to four representatives to enter the property to observe and examine the alleged damage.

Bars a property owner from asserting a claim against the applicator if the owner fails to allow entry for inspection.
