Requires each public school district board to adopt and implement a random drug testing policy for all employees, including administrators, teachers, coaches, ancillary staff, and any individual receiving remuneration from the district.

Mandates drug testing of all job applicants during the hiring process and random testing of at least 10 percent of all employees annually, with each employee subject to no more than one random test per twelve-month period.

Treats refusal to take a required random drug test as equivalent to a failed test and requires mandatory termination of employment if an employee fails more than two random drug tests.

Requires school districts to pay for all drug testing and related expenses and allows school boards to review all drug test results.
