Amends North Dakota Century Code Section 43-45-05.1 to clarify requirements for addiction counselor licensure, including board-approved coursework, examinations, clinical training or accumulated experience, and agreement to professional conduct standards.

Requires at least 50 percent of required supervision for intern licensure be provided by a supervising licensed addiction counselor, with additional supervision from other approved professionals who are registered clinical supervisors.

Changes reciprocity language from discretionary ("may grant") to mandatory ("shall issue") a license for applicants licensed in other jurisdictions that impose substantially the same requirements or have substantially similar qualifications.

Establishes two pathways for reciprocal licensure: satisfactory proof that another jurisdiction imposes substantially the same requirements, or board determination that the applicant possesses substantially similar qualifications or experiences.

Requires written notification to applicants denied licensure explaining reasons for denial and their right to a hearing before the board under Chapter 28-32 if requested within 30 days.
