Allows municipalities to enter water purchase contracts with terms exceeding forty years for the Red River valley water supply project without requiring voter approval if executed during initial system construction.

Exempts water supply and irrigation works acquisitions, construction, operation, and maintenance from voter approval requirements for water districts under the Red River valley water supply project.

Permits water districts to enter water service contracts with municipalities, other political subdivisions, and Minnesota public utilities as part of the Red River valley water supply project without term limitations or voter approval if related to initial construction.

Authorizes the Garrison Diversion Conservancy District to execute contracts for bulk water supply and cost-sharing without limitation on contract term or voter approval if executed during initial system construction.

Modifies notice requirements for subsurface water management system permits to reference United States geological survey topography maps and allows notice requirement waiver if downstream landowners provide signed, notarized approval letters.
