Amends Section 9 of Article III of the North Dakota Constitution to require initiated constitutional amendments approved by voters to be submitted to the subsequent legislative assembly for approval.

Constitutional amendments proposed by initiative petition require signatures equal to four percent of the state's resident population at the last federal decennial census.

Initiative constitutional amendments may be placed on the ballot only at general elections, not special elections.

If the legislative assembly approves an initiative by majority vote in each house, the amendment is deemed enacted; if rejected, the initiative must be placed on the ballot at the next general election.

A constitutional amendment becomes effective if approved by majority vote at a general election after legislative rejection, and must be submitted to North Dakota voters at the 2020 general election.
