Reduces the number of signatures required for initiative petitions proposing constitutional amendments from eight percent to four percent of the resident population at the last federal decennial census.

Establishes a submission deadline of not less than 240 days before the statewide election at which a constitutional amendment measure will appear on the ballot.

Increases the voter approval threshold for constitutional amendments from a simple majority to at least 60 percent of votes cast on the amendment.

Increases the legislative approval threshold for proposing constitutional amendments from a simple majority to 60 percent of members elected to each house of the legislative assembly.

Submits the proposed amendments to North Dakota voters at the general election in 2020.
