Appropriates $4,587,944 from the general fund to the office of the governor for the 2021-23 biennium, including $3,861,034 for salaries and wages, $421,635 for operating expenses, and $284,475 for the governor's salary.

Increases governor's annual salary from $135,364 to $140,889 through June 30, 2022, then to $143,646 thereafter; increases lieutenant governor's annual salary from $95,285 to $99,536 through June 30, 2022, then to $111,727 thereafter.

Allows the governor's office to receive and spend additional non-federal income up to $150,000 per source without additional authorization; federal funds require legislative assembly or emergency commission authorization before expenditure.

Permits the office of management and budget to transfer funds from the governor's salary line item to other office expenses and allows the governor to decline salary or portions thereof without statutory limitations.

Declares sections 3, 7, and 8 as emergency measures, reducing the full-time equivalent positions in the governor's office from 18.00 to 17.00.
