Allocates $4,699,689 for election reform initiatives, representing a $3,097,942 increase over the base level.

Raises the annual salary of the Secretary of State to $114,586 (effective after June 30, 2021), up from the previous amount.

Appropriates $25,000 in grants for federally recognized tribal governments to reimburse administrative costs for issuing addresses and identifications for voting purposes, with up to $5,000 per tribe.
