Appropriates $10,545,640 from special funds to the insurance commissioner for operating expenses during the July 1, 2021 to June 30, 2023 biennium, including $8,076,281 for salaries and wages and $2,369,359 for operating expenses.

Reduces full-time equivalent positions from 41.00 to 38.00 at the insurance commissioner's office.

Appropriates $20,728,540 from the insurance tax distribution fund to provide $19,588,470 to North Dakota fire departments and $1,140,070 to the North Dakota firefighter's association.

Increases the insurance commissioner's annual salary to $112,241 through June 30, 2022, then to $114,486 thereafter.

Authorizes the commissioner to conduct comprehensive examinations of health carriers with 25 percent or more market share at least once every five years and requires legislative management studies on medication optimization and fire-related insurance lines during the 2021-22 interim.
