Appropriates $2.635 billion total ($1.676 billion general fund) to the Department of Public Instruction, State Library, School for the Deaf, and North Dakota Vision Services for the 2021-23 biennium.

Increases superintendent of public instruction salary to $127,000 through June 30, 2022, then to $130,823 thereafter; allows adoption of credentialing rules for school counselors and other educator positions.

Requires school districts to use at least 70% of new integrated formula payment increases for nonadministrative personnel compensation; establishes transportation reimbursement rates from $0.30 to $1.11 per mile depending on vehicle type and student circumstances.

Expands school counselor requirement from grades 7-12 to grades K-12 beginning 2022-23 school year, with up to one-third of requirement met by career advisors; provides partial reimbursement for cooperating districts jointly employing superintendent/business manager or special education director/business manager.

Includes $13.95 million one-time funding for science experiments grants, regional education associations, and system maintenance; requires school districts receiving federal emergency relief funds to report on learning loss and accelerated learning recovery plans.
