Appropriates $181,380,590 in total funds ($23,112,232 general fund, $158,268,358 special funds) to the office of the adjutant general for the 2021-23 biennium, including $95,850,280 for National Guard operations and $85,530,310 for Department of Emergency Services.

Authorizes the adjutant general to borrow $2,500,000 from the Bank of North Dakota for fire emergency and wildfire response mutual aid, with repayment through a future deficiency appropriation.

Permits the adjutant general to accept up to $10,000,000 in private and federal funds for construction of a North Dakota military museum through June 30, 2023.

Amends section 37-17.1-14.6 of the North Dakota Century Code to update the Northern Emergency Management Assistance Compact bylaws, including correcting "biannually" to "biennially" for co-chair elections.

Establishes legislative intent that camp Grafton expansion include purchase of no more than 1,600 acres and long-term lease of remaining land up to 6,000 acres total, without use of eminent domain.
