Appropriates $92,368,134 in special funds to the North Dakota Game and Fish Department for the 2021-23 biennium, including salaries and wages ($33,741,592), operating expenses ($16,276,782), capital assets ($7,576,270), and land habitat and deer depredation ($19,980,597).

Reduces full-time equivalent positions from 165.00 to 164.00 during the biennium.

Designates $2,786,500 as one-time funding for the 2021-23 biennium, including $1,485,000 for additional PLOTS payments, $500,000 for Red River basin wildlife and water quality program, and $801,500 for state radio equipment.

Authorizes the director of the office of management and budget to transfer up to $2,000,000 between operating expenses, capital assets, and grants-game and fish line items as requested by the department, with notification to legislative council.

Includes up to $100,000 in the grants, gifts, and donations line item for surface damage, easements, or reclamation compensation from mineral exploration and extraction activities on department properties.
