Appropriates $48,705,884 total ($13,573,491 general fund) to the Parks and Recreation Department for the 2021-23 biennium, including funding for administration, park operations, recreation programs, and the International Peace Garden.

Allocates $3,000,000 in federal coronavirus capital projects funds to the International Peace Garden for capital projects or loan repayment, contingent on Manitoba providing matching funds equal to 50% of total project costs.

Conveys ownership of the Lewis and Clark Interpretive Center and surrounding property from Parks and Recreation Department to the State Historical Society.

Establishes a $1,632,800 parks matching grant program ($816,400 federal funds, $816,400 nonstate matching funds) for state park capital improvements on a dollar-for-dollar matching basis.

Directs legislative management to study the effectiveness of the parks matching grant program and feasibility of creating a parks and recreation foundation during the 2021-22 interim, with findings reported to the 68th Legislative Assembly.
