Appropriates $10,217,396 in special funds to the Public Employees Retirement System for the 2021-23 biennium, including $7,209,060 for salaries and wages, $2,500,736 for operating expenses, and $257,600 for capital assets.

Adds 1.0 full-time equivalent position to the system, bringing the total from 34.50 to 35.50 positions.

Includes $362,100 in one-time funding for system upgrades (benefit enrollment system at $104,500 and PERSLink business system at $257,600), which will not carry over to the 2023-25 biennium.

Requires the Public Employees Retirement System to report to the appropriations committees on the use of one-time funding for the 2021-23 biennium.

Directs legislative management to study the feasibility and desirability of expanding fertility benefits under the public employees health plan during the 2021-22 interim, including an actuarial cost study, and report findings to the 68th legislative assembly.
