State agencies with 40 or fewer fees must submit detailed reports to the office of management and budget by July 1, 2022, including fee amounts, implementation dates, rationale for amounts, deposit locations, and budget criticality.

State agencies with more than 40 fees must submit the same reports to legislative management by July 1, 2024.

Each state agency must provide analysis comparing fee revenue to service costs, fee history, appropriateness of fee amounts and affordability, and effects of using other government revenues to subsidize services.

State agencies cannot establish new fees under chapters 28-32 unless approved by the legislative assembly, budget section, or emergency commission.

Legislative management shall study creation of a general fee policy during the 2021-22 interim and report findings and recommendations to the sixty-eighth legislative assembly.
