Creates a legacy fund earnings committee during the 2021-22 interim composed of majority and minority leaders from both chambers, finance and taxation committee chairs, appropriations committee chairs, one member each from the legacy and budget stabilization fund advisory board and committee, and the legislative management chairman.

Designates the legislative management to appoint the committee chairman.

Committee shall study potential uses of legacy fund earnings including tax relief, reinvestment, research and technological advancements, economic growth and diversification, and workforce development and career and technical education.

Committee may solicit public input on legacy fund earnings uses and review operations of comparable funds such as Norway's sovereign wealth fund.

Legislative management shall report findings, recommendations, and any required implementing legislation to the sixty-eighth legislative assembly.
