Amends Section 48-08-03 of the North Dakota Century Code to rename "press representatives" to "media room" in the state capitol.

Changes the exclusive use of the room from "accredited representatives of daily and other newspapers and full-time correspondents of accredited press associations" to "the media."

Transfers management of the room from a single "statehouse correspondent of the associated press" to joint leadership by the North Dakota newspaper association and North Dakota broadcasters association.

Declares the act an emergency measure.
