Allows insured employers in good standing to receive reimbursement for reasonable legal costs and attorney's fees if found uninsured or noncompliant by another state's workers' compensation authorities, provided employees did not regularly work in that state.

Appropriates money from the workforce safety and insurance fund on a continuing basis to cover fees associated with credit or debit card payments made to the organization.

Permits the organization to retain counsel on contingent or hourly fee basis to collect delinquent premiums, with attorney's fees and costs charged to the organization's general fund rather than to employers.

Allows the organization to retain counsel licensed in another state to represent it in collection proceedings, and permits settlement of disputed amounts owed by employers at any time on the organization's motion or by employer application.

Changes references from "premium" to "payroll" reports in personal liability provisions for corporate officers, directors, and managers responsible for filing reports and making payments.
