Amends section 27-20-61 of the North Dakota Century Code to extend the effective date of tribal juvenile services cooperative agreements from July 31, 2021 to July 31, 2023.

Authorizes the Department of Corrections and Rehabilitation, Supreme Court, and Indian Affairs Commission to negotiate memoranda of understanding with federally recognized tribal governments to provide treatment and rehabilitation services to juveniles adjudicated in tribal court.

Requires the tribal government, juvenile court, and department to exchange information relevant to treatment needs, provide individualized services, maintain regular contact with the tribe, and provide case plans and progress reports to the respective agency.

Allows the juvenile court and department to limit the number of tribal juveniles accepted based on criteria and availability of state resources.

Requires the Department of Corrections and Rehabilitation, juvenile court, and Indian Affairs Commission to report to legislative management before July 1st of each even-numbered year on the status, effectiveness, performance, and sustainability of any established memorandum of understanding.
