Creates a state leave sharing program administered by the human resource management services division that allows permanent state employees to donate accrued annual and sick leave to employees suffering from severe, extreme, or life-threatening medical conditions or caring for affected immediate relatives or household members.

Limits program participation to permanent employees only, excluding probationary, temporary, and contracted employees with limited-term appointments.

Caps donated leave usage at four months per twelve-month period and prohibits employees from retaining leave beyond the occurrence necessitating the leave.

Requires medical certification from a physician, physician assistant, psychologist, or advanced practice nurse practitioner verifying the severe, extreme, or life-threatening nature of the condition and expected duration.

Amends organ and bone marrow donation leave provisions to allow employees to request donated annual or sick leave, with agency executives authorized to grant up to twenty workdays of paid leave if donations are insufficient.
