Amends North Dakota Century Code section 49-02-08 to change how public utility meters are tested by replacing the Public Service Commission's direct testing authority with a request-based system.

The commission may now request a public utility to test its own meters or use a third party to conduct testing, rather than conducting tests directly.

Applies to three types of meter testing: measuring electric current passing through meters to consumers, measuring gas passing through meters for customer use, and determining the British thermal unit content of natural or artificial gas distributed by utilities.

Passed with overwhelming support in both chambers: 89-0 in the House and 47-0 in the Senate.
