Extends the timeframe for the Public Service Commission to schedule an informal conference from thirty days to forty-five days after receipt of a request, provided the thirty-day comment period has expired.

Reduces the advance notice requirement for permit renewal applications from one hundred twenty days to eighty days prior to permit expiration.

Applies to informal conferences requested under sections 38-14.1-17, 38-14.1-18, or 38-14.1-28 of the North Dakota Century Code.
