• Modifies the northwest area water supply advisory committee composition by replacing the Three Affiliated Tribes representative with a Turtle Mountain Band of Chippewa Indians representative who serves as a nonvoting member.

• Requires the advisory committee to develop recommendations for legislative management regarding long-term operations and management transition of the northwest area water supply project, meeting at least quarterly.

• Changes the state water commission's authority from "may, in consultation" to "shall consult" with the advisory committee regarding project duties including fund acceptance, contracting, engineer procurement, and water rate establishment.

• Establishes reporting requirements: advisory committee must report to legislative management by August 1, 2022 on transition recommendations, and provide interim status reports during the 2021-22 interim period.
