Amends section 54-59-05 of the North Dakota Century Code to modify the powers and duties of the Information Technology Department regarding IT management for executive branch state entities.

Removes the exception for statewide interoperable radio network financing agreements from the five-year financing limit and the seven and one-half percent appropriation cap (effective after July 31, 2023).

Expands the department's cybersecurity oversight responsibilities to include higher education institutions, counties, cities, and school districts, with required consultation with the attorney general.

Authorizes the department to enter memoranda of understanding and mutual aid agreements with other state, local, tribal, or territorial governments for cybersecurity purposes and allows charging costs to agencies funded from non-general fund sources.

Creates two effective dates: provisions apply through July 31, 2023, then provisions without statewide interoperable radio network exceptions apply after July 31, 2023.
