Amends the definition of "snowmobile" to exclude off-highway vehicles that have been converted to operate on tracks, maintaining the 1,200-pound weight limit and 48-inch width restriction.

Expands the definition of "off-highway vehicle" to explicitly include motorized vehicles converted to operate on snow.

Classifies off-highway vehicles into three categories: Class I (two-wheel motorcycles), Class II (three or four-wheel vehicles up to 2,000 pounds), and Class III (tracked or skied vehicles under 8,000 pounds).

Passed the House 90-0 and the Senate 46-0 with no opposing votes in the 2021 North Dakota legislative session.
