Establishes a computerized electronic operator's license system allowing licensed motor vehicle operators to provide proof of valid licensing on electronic communications devices.

Electronic licenses may be used when stopped by law enforcement for traffic enforcement or investigation, and for identification purposes.

Electronic license must be designed so the device holder does not need to relinquish possession of their device or allow access to verification systems by law enforcement.

Charges an initial fee of $5 and $5 for renewals of electronic operator's licenses, in addition to standard operator's license fees.

Amends existing law to allow operators to carry either a physical or electronic license and to electronically provide proof of license upon demand of courts, police, or department inspectors.
