Amends North Dakota Century Code to authorize the State Department of Health to require criminal history background checks for job applicants, current employees designated by the state health officer, and applicants for registration or licensure as designated caregivers or compassion center agents.

Amends the code to authorize the Department of Environmental Quality to require criminal history background checks for job applicants, current employees, and applicants for radioactive materials licenses under chapter 23.1-03 or solid waste permits under chapter 23.1-08.

Creates new section in chapter 23-01 allowing the State Department of Health to require final applicants for job openings or current employees to complete state and national criminal history record checks as provided under section 12-60-24.

Creates new section in chapter 23.1-01 allowing the Department of Environmental Quality to require applicants for licenses or permits to complete state and nationwide criminal history record checks, with applicants responsible for submitting personal information, fingerprints, and paying all associated costs.
