Amends section 50-06-43.1 of the North Dakota Century Code to modify the children's cabinet, which assesses, guides, and coordinates care for children across state government branches and tribal nations, with an effective date through July 31, 2025.

Modifies the presiding officer provision to allow either the chairman of legislative management or a member of the legislative assembly appointed by that chairman to serve as presiding officer (previously only the chairman).

Maintains cabinet membership of eight members including the governor, chief justice, legislative leaders, superintendent of public instruction, protection and advocacy director, tribal nations representative, and four gubernatorial appointees from parents, private service providers, or community interests serving two-year terms.

Requires the cabinet to meet at least quarterly and directs it to coordinate leadership across agencies and programs, develop service strategies addressing gaps in early care, education, health, child welfare and juvenile justice, and engage consumers and providers on advisory committees statewide.

Declares the act to be an emergency measure; passed in the House 89-0 and in the Senate 46-0.
