HB 1081 Summary

• Prohibits vehicular use on trust lands except within 33 feet of section lines, under lease/permit/easement, on public road easements, by government personnel performing official duties, or by hunters with special permits and lessee permission.

• Allows nonvehicular public access to trust lands unless specifically prohibited by the commissioner or closed by posted signage from the lessee requiring notification or full closure.

• Prohibits 14 specific activities on trust lands including target shooting, camping, unattended trail cameras, baiting wildlife, artifact disturbance, refuse disposal, dog training, metal detecting, guiding/outfitting, commercial plant collection, unauthorized trapping, firewood gathering, and beehives.

• Permits organized events on trust lands only upon written commissioner approval if the event is appropriate, does not damage lands, does not harm financial returns, protects the state from liability, and receives lessee approval if applicable.

• Violations are noncriminal offenses with $100 assessment, except unauthorized organized events which are Class B misdemeanors.
