Amends scholarship eligibility requirements for North Dakota Career and Technical Education Scholarship and North Dakota Academic Scholarship under sections 15.1-21-02.4 and 15.1-21-02.5 of the North Dakota Century Code.

Modifies education pathway requirements to allow the superintendent of public instruction to govern education pathways through rules adoption, effective after July 31, 2021.

Exempts resident high school students from grade requirements for units earned during semesters, quarters, or terms that include March, April, or May of 2020.

Maintains core eligibility criteria including completion of specific English, mathematics, science, social studies, physical education, and elective course requirements for both scholarship programs.

Declared an emergency measure.
