Amends section 61-02-01.3 of the North Dakota Century Code to require the State Water Commission to develop and maintain a comprehensive water development plan biennially organized by river basin perspective.

Requires the commission to develop a policy outlining procedures for commissioner-hosted meetings within specified drainage basins including upper and lower Missouri River, James River, upper and lower Red River, Mouse River, Devils Lake, Little Missouri River, upper Heart River, and upper Cannonball River basins.

Mandates the planning process facilitate local project sponsor participation and project prioritization for municipal water supply projects and provide economic analyses for flood control and water conveyance projects expected to cost more than one million dollars.

Repeals section 61-02-01.5 of the North Dakota Century Code relating to North Dakota outdoor heritage fund grants and their effect on state water commission cost-share amounts.

Passed the House with 82 yes votes and 12 no votes; passed the Senate with 45 yes votes and 1 no vote.
