Establishes a special fund in the state treasury designated as the state parks gift fund to receive gifts, private grants, trusts, bequests, and donations for the parks and recreation department.

Authorizes the Parks and Recreation Department director to seek and accept donations, with all funds placed in the gift fund appropriated to the department on a continuing basis.

Requires approval from the state emergency commission for fund use and disbursement according to donor terms, with expenditures exceeding $50,000 from undesignated funds requiring additional legislative assembly or budget section approval.

Mandates the department notify the office of management and budget biennially regarding current fund balance and expenditures from the past biennium.
