Reduces the minimum sentence requirement for violent offenders from 85 percent to 65 percent before becoming eligible for release from confinement for crimes including murder, manslaughter, assault, and robbery.

Removes certain violent crime offenses (sections 12.1-20-03.1 and 12.1-41-02, 12.1-41-03, 12.1-41-04) from the 65 percent minimum sentence requirement in the retroactive version of the law.

Applies the new 65 percent requirement prospectively to all conviction judgments entered on or after the effective date of the Act.

Applies the retroactive version removing specific offenses retroactively to all conviction judgments entered after July 31, 1995.

Maintains existing exceptions for offenders sentenced to life imprisonment with parole opportunity and class C felony offenders convicted before August 1, 2015.
