Amends North Dakota Century Code section 15-10-19.1 to clarify definitions of resident and nonresident students for tuition purposes.

Expands resident student status to include spouses and dependents of veterans who are eligible to transfer entitlement under the Post 9-11 Veterans Educational Assistance Act of 2008.

Maintains existing resident student categories including North Dakota high school graduates, active duty military members, National Guard members, university system employees, and individuals with three consecutive years of state residency within the prior six years.

Clarifies that temporary absences from North Dakota do not abandon residency if the student maintains a residence in the state, but extended multi-month absences without maintaining state residence disqualify residency status.

Passed the House 84-6 and Senate 45-2 during the 2021 legislative session.
