• Amends North Dakota Century Code section 62.1-02-05(2) to add paramedics and other emergency responders as exemptions to firearm restrictions at public gatherings if they maintain law enforcement-level firearms proficiency.

• Requires local law enforcement agencies to issue certificates of compliance to paramedics and emergency responders who demonstrate the same firearms proficiency standards required by the peace officer standards and training board.

• Directs the bureau of criminal investigation to issue an unrestricted concealed weapons license to paramedics and emergency responders upon receipt of a compliance certificate.

• Maintains existing exemptions for law enforcement, military members, security personnel, court officials, judges, and individuals with valid concealed weapons licenses under specified conditions.
