Amends law on trail cameras to require written permission from the property owner or authorized individual before installing any device for observing, recording, or photographing wildlife while the owner is absent.

Requires trail cameras to have a permanently affixed metal or plastic tag with a registration number issued by the game and fish department, or the individual's name, address, and telephone number.

Creates new prohibition against entering another's property and intentionally placing bait to attract or manipulate wildlife behavior without permission from the owner or authorized individual.

Establishes first violation of baiting prohibition as a class 1 noncriminal offense with no specified fine.

Establishes second or subsequent baiting violations as infractions with a mandatory fine of $250.
