Expands the teacher support program to provide mentoring to both first- and second-year teachers, rather than first-year teachers only.

Requires the education standards and practices board to employ multiple teacher support program coordinators instead of a single individual.

Allows mentors to work with teachers who have more than two years of experience if school districts do not need mentors for first- or second-year teachers, using research-validated interventions and proven instructional methods.

Prioritizes department of public instruction funding first for first-year teachers, then for second-year teachers, except when addressing needs of more experienced teachers under the alternative provision.

Maintains the five percent cap on administrative expenses from program funds and authorizes compensation for mentors and experienced teachers providing program assistance.
