• State health officer may only issue statewide disease control orders with governor approval during declared statewide disaster or emergency, limited to the duration of that declaration.

• State health officer must limit written disease control orders to the geographical area affected by the communicable disease unless governor declares statewide disaster or emergency.

• Legislative management may meet and vote to request governor call special session during declared public health disaster or emergency; if governor does not call session within seven days, the emergency declaration automatically terminates after 30 days.

• Governor may not issue executive orders during declared public health disaster or emergency unless the order specifically addresses mitigation of that disaster or emergency.

• Legislative management and legislative assembly may conduct virtual meetings using any available technology during declared disaster or emergency, with virtual proceedings having same legal effect as in-person meetings at seat of government.
