Creates a disabled veteran white-tailed deer license program allowing disabled veteran residents to hunt white-tailed deer during the five days preceding youth deer season and during the deer gun season.

Makes 100 disabled veteran white-tailed deer licenses available annually, each limited to one specific deer hunting unit with no hunting permitted on wildlife refuges or public lands.

Prohibits disabled veterans who obtain these licenses from applying for or receiving a license in the deer gun lottery for the same season.

Sets the license fee at $30 per disabled veteran white-tailed deer license.

Requires the director to identify the five deer hunting units with the lowest selection rates and prohibits disabled veteran licenses from being used in those units.

Requires annual reporting to legislative management on the number of disabled veteran white-tailed deer licenses issued during each season.
