Creates a new licensed reserve peace officer classification in North Dakota Century Code section 12-63-02.3, with reserve officers having the same authority as licensed peace officers when appointed by a criminal justice agency and meeting board requirements.

Licensed reserve peace officers must be supervised by a designated licensed peace officer and may only exercise reserve functions while on duty.

Removes the previous exemption for reserve officers with full arrest authority and replaces it with a more comprehensive licensing framework for reserve officers.

Establishes that the board shall set criteria and requirements for reserve peace officer licenses.

Passed with overwhelming support: 91-0 in the House and 46-0 in the Senate.
