Amends the definition of "dependent" to clarify eligibility for free tuition at state institutions of higher education for children, stepchildren, spouses, widows, and widowers of qualifying veterans.

Expands eligibility to include dependents whose surviving parent (spouse, widow, or widower) has been a North Dakota resident at the time of the veteran's death or disability determination, or establishes and maintains residency for five years before enrollment.

Modifies the "resident veteran" definition by changing the residency requirement in subsection (d) from ten years to five years prior to requesting a tuition waiver.

Adds new definition of "stepchild's other parent" as the spouse, widow, or widower of a veteran.
