Amends section 44-08-05.1 to require public officers and employees who provide information about suspected violations of purchasing card or payment rules to the attorney general or state's attorney to keep that information confidential until a determination is made on whether criminal prosecution is warranted.

Adds new provision to section 54-10-25 prohibiting the state auditor, auditor's employees, and auditor's agents from divulging information about matters forwarded to the attorney general or state's attorney for investigation until the attorney general or state's attorney determines whether probable cause exists for a violation of law.

Maintains existing confidentiality requirements for state auditor and employees regarding tax returns, reports, and other information made confidential by law.
